HOUSTON—The story of the week, and probably the year, was the devastating Hurricane that ravaged southeastern Texas this past week. On Sunday, after Harvey made landfall, the National Weather Service issued an ominous statement calling the wreckage of Hurricane Harvey “unprecedented” and “beyond anything experienced.” When all was said and done, the rainfall exceeded 50 inches in some areas.
